Johan Ernberg

Johan Ernberg, M.Sc., Electrical and Electronic Engineering, has 30 years experience of management of telecommunication development projects and programs and as a process consultant in the field of performance improvement (organization development and training). 1975-1989 he was in charge of the global UNDP/ITU project Course Development in Telecommunication (CODEVTEL), involving some 100 public and private companies in the telecommunication sector. From 1994 to 1999 he was the manager of the global ITU programmes Integrated Rural Development and Development of Telematics and Computer Networks. These programs are implemented in partnership with national partners and a number of development agencies and telecommunication equipment vendors. One objective of the first programme is to develop sustainable models for "Multipurpose Community Telecentres" (MCT) through a number of MCT pilot projects. Mr. Ernberg has presented a number of papers on this subject at many international conferences and initiated and contributed to the development of a framework for evaluation of social, economic and cultural impact of MCTs (see www.itu.int/ITU-D-UniversalAccess/johan/telecentremain.htm).

Mr. Ernberg is thoroughly familiar with the telecommunication regulatory environment and was coordinating the development of an action plan for the ITU Telecommunication Development Sector in 1994. He also contributed to regional information and communication policy and strategy documents, such as the African Information Society Initiative. Mr. Ernberg was instrumental in creating the donor co-ordination forum Partnership for Information and Communication Technologies in Africa (PICTA), and was the ITU representative in the World Bank initiative InfoDev and the Global Knowledge Partnership (GKP). He was a member of the main panel for the development of the European Commission’s (EC) 4th Framework for Research and Development in Telematics and worked as consultant for EC to evaluate the proposals for EC 4th framework projects.

Mr. Ernberg is a founding board member of the Community TeleService Centres, CTSC, International, a not-for-profit NGO founded in 1989, for which he currently acts as Managing Director.
